The Council has two transfer stations that provide a range of waste disposal, diversion and recycling services.

  • There is no weighbridge on site at the Oxford Transfer Station; vehicles are charged per vehicle or by volume if the load is larger or smaller than a 'standard' load. A 'standard' trailer is classed as a low sided single axle trailer with a deck size from 1.8m x 1.2m up to 2.5m x 1.2m.

Fees and Charges

The Oxford Transfer Station and Southbrook Resource Recovery Park are usually closed on the following public holidays

  • Anzac Day

The ReSale Store at Southbrook Resource Recovery Park will be closed on Easter Sunday. The rest of the centre will be open for recycling and waste disposal.

Accepted Waste

Recyclable Materials

The following separated materials are accepted at no charge* at Oxford Transfer Station and Southbrook Resource Recovery Park:

  • Plastic types 1, 2 and 5
  • Glass bottles and jars - lids removed
  • Aluminium cans and steel cans
  • Aerosol or spray cans
  • Paper and cardboard - clean and flat
  • Metal (ferrous and non-ferrous)
  • Whiteware
  • Batteries (lead-acid, alkaline and rechargeable)
  • Used engine oil (refer to Hazardous Waste)
  • Energy saving bulbs
  • Fluorescent tubes
  • E-scrap - computers, computer components, telephones, TVs and electronic goods. *Note: a charge will be made for most items of electronic waste, including old CRT monitors and TV sets. Please pay at the ReSale Store before dropping these items off
  • Child car seats - fee applies. Payment needs to be made at the ReSale Store before dropping these items off.

Recyclable expanded polystyrene foam is accepted at the Southbrook Resource Recovery Park only. Domestic loads (up to 1.4m3 or a smaller trailer or ute load) are accepted for free, but larger loads are charged over the weighbridge. Reusable Goods

The following reusable goods are accepted at the Southbrook Resource Recovery Park:

  • Clothing and shoes
  • Crockery and cutlery
  • Furniture
  • Garden implements
  • Kitchen wares
  • Ornaments
  • Tools
  • Toys
  • Other household goods.

Reusable goods must be in good, saleable condition to be accepted for no charge at the Recycling and Recovery Centre.

What are hazardous wastes?

Hazardous wastes are unwanted chemicals or materials which have dangerous properties such as corrosiveness, explosiveness, flammability, toxicity, ecotoxicity or capacity to oxidise.

Household hazardous waste

The Council provides Waimakariri residents a free disposal service for domestic quantities of household hazardous wastes at the drop-off facilities at our transfer stations.

These household hazardous wastes (HHW) will be accepted free of charge from Waimakariri District residents, but we will accept only domestic quantities - up to 20 litres or 20kg of any one waste type, and no containers (bottles, drums, boxes or bags) larger than 20 litres or 20kg. You can drop off up to two gas bottles or fire extinguishers as that's classed as domestic and not commercial use, but please see the staff at Southbook Resource Recovery Park prior to dropping off these canisters.

Only used engine oil can be poured into the large tank, and there is a limit of 20 litres per customer. All other vehicle fluids such as coolant, brake fluid and fuel, and liquids such as cutting oil, solvents, cooking oil and ammonia compressor oils should be left in their separate containers and deposited at the hazardous waste drop off area.

When bringing in HHW to the transfer station:

  • Please label the contents clearly if you know what the contents are and the original label is unclear
  • Make sure that lids fit the containers tightly
  • Transport the containers upright and secured in the boot to that they can’t tip over and leak (for example, place the containers in a cardboard box or plastic tray)
  • Place any unsound containers in a heavy-duty plastic bag or bucket when they are to be transported to the transfer station, to prevent leaks in the car.

Hazardous waste not accepted at drop-off facility

We will not accept the following at a household hazardous waste drop-off facility:

  • AgChems or farm hazardous waste (i.e. more than 20 kg or 20 litres of any waste AgChem) - for disposal of agricultural chemicals, please contact AgRecovery or a hazardous waste treatment company.
  • Ammunition or other explosives - if you have such items please contact your nearest Police Station for advice.
  • Asbestos - this can only be disposed of under manifest at the EcoCentral EcoDepot in Bromley. See below for more advice on the removal and disposal of asbestos.
  • Commercial hazardous waste (i.e. more than 20 kg or 20 litres of any one waste) - please contact a hazardous waste treatment company to arrange disposal of commercial quantities of hazardous waste.
  • Empty agricultural chemical containers - please dispose of these at an AgRecovery site or another appropriate facility.
  • Medical waste such as syringes - please ask your doctor or other health professional for advice.
  • Medicines - all unused or old medicines can be taken to any pharmacy in the District for free.

Removal and disposal of asbestos

Working with asbestos can jeopardise your health and the health of your family. It is preferable to have asbestos removed and disposed of professionally. If this is not feasible for you, it is important that you follow the Worksafe NZ guidelines for the management and removal of asbestos.

After removal:

  • Double-bag or wrap the asbestos in polythene sheets
  • Seal the package
  • Asbestos can only be disposed of through the EcoCentral EcoDepot in Bromley. Please contact EcoCentral Ltd on 03 941 7513 for details.
  • Some decramastic roof tiles, cement board, fibre board, insulated panels and textured ceilings contain asbestos and must be checked by staff before being removed from your vehicle if you are at the transfer station. Approach one of the staff so that they can give advice on how to safely dispose of these. You may be charged cleanup costs for depositing material containing asbestos.

Disposing of hazardous waste in a rural area

If you live on a rural property and find a large quantity of agricultural chemicals when you're cleaning out a shed, please don't take them to the Council's household hazardous waste drop-off facility. Contact Agrecovery or another certified waste treatment company.

Greenwaste at Southbrook Resource Recovery Park and Oxford Transfer Station

Material acceptable for composting
  • Only CLEAN garden greenwaste can be accepted for composting
  • Tree branches up to 100mm thickness (and shorter than 2.4m)
  • Shrub and hedge prunings under 100mm thickness
  • Leaves
  • Green vegetative material, i.e.perennials, vegetable plants, annuals, fruits etc.
  • Pea straw, clean hay, straw
  • Grass clippings (but not from lawns that have recently been sprayed with 'Versatil' or similar sprays, as these contaminate the compost).
Material NOT acceptable for composting
  • Stumps, tree trucks or large branches (over 100mm thick, or longer than 2.4m)
  • Bamboo
  • Pampass grass
  • Flax and flax flower stalks
  • Palm fronds
  • Whole tussock plants, other stringy grasses
  • Ivy
  • Gorse in seed
  • Cabbage tree leaves
  • Complete loads of weeds with roots heavily contaminated with soil
  • Soil and compost heaps
  • Stones, concrete
  • Plastic, glass, timber, metal objects (e.g. plastic or ceramic plant pots, trellises, netting)
  • Material with baling twine/string mixed through it
  • Oxalis and listed noxious weeds
  • Mixed loads of rubbish and garden waste that cannot be sorted
  • Newspaper (clean newspapers can be recycled for free)
  • Animal manure of any kind.

The lists above have been supplied by Living Earth, who take greenwaste from Southbrook Resource Recovery Park for composting. Note: These lists are intended as a guide only.

What is cleanfill?

Cleanfill is materials that, when buried, will have no adverse effect on people or the environment. This includes virgin natural materials such as clay, soil and rock, and other inert materials such as concrete or brick.

Where can I dispose of cleanfill?

If you only have small loads of cleanfill, for example one or two trailer loads, then you can bring these in to the Southbrook Resource Recovery Park and dispose of the cleanfill in the skip provided. There will be a per-tonne charge for cleanfill (charges can be found on the Southbrook Resource Recovery Park section of the Rubbish and recycling fees and charges page).

Contractors and other individuals who want to take bulk quantities of cleanfill directly to the cleanfill site must register with the Council first. The registration process will take at least three working days. Part of the process is having a signed Cleanfill Receipt Agreement between the Council and the contractor or the individual intending to dispose of cleanfill at the cleanfill site.

There will be per-truck and per-truck-and-trailer charges for bulk disposal at the cleanfill sites. A cleanfill levy of$10/tonne ($6.67/m3) is applied by the Ministry for the Environment to all cleanfill materials. Refer to the Southbrook Resource Recovery Park section on the Rubbish and recycling fees and charges page for details on bulk cleanfill charges.

*Operating hours: 7 am to 6 pm Monday to Saturday, closed on Sundays and Public Holidays

Denotes those materials that the additional cleanfill levy will apply to.

Materials not accepted
  • Hazardous substances
  • Liquid waste
  • Road sweepings
  • Any materials with combustible, degradable, putrescible or leachable components (includes demolition or construction materials and greenwaste).

If you have any materials that you think may be suitable as cleanfill or you would like further information, please contact the Council on 03 311 8900. Ask at the Southbrook Resource Recovery Park kiosk for information about disposal charges and access to the above sites.

Access to the cleanfill sites for disposal

If you wish to use one of the above sites for the disposal of cleanfill, please contact the Council in the first instance to begin the registration process. Once you are registered and have signed a Cleanfill Receipt Agreement with the Council, you will have key access to the cleanfill site for three years, with a right of renewal for a further three years. You can contact the Southbrook Resource Recovery Park on 03 313 5499 or at 284 Flaxton-Rangiora Road during normal operating hours to arrange a key.

The kiosk operator at the Southbrook Resource Recovery Park will check what type of waste is on the truck, trailer or skip and has the right to reject any load that contains waste that is not acceptable as cleanfill.

When the key is returned and the declaration form is completed, the number of loads taken to the site will be recorded and charged for. If you have an account with the Council, an invoice will be sent at the end of the month.

Tyres

There will be no charge for tyres from the following motorised vehicle types under the Tyrewise scheme as from 1 September 2024.

  • ATV
  • Bus (light or heavy)
  • Car
  • Four-wheel drive  (4WD)
  • Forklift (pneumatic or solid)
  • Loader (small or large)
  • Motorbike, motor-trike, sidecar
  • Ride-on mower
  • Tractor (small or large)
  • Trailer
  • Truck (light or heavy).

Conditions apply:

  • No tyres on rims. Please take tyres on rims to a garage or tyre company for disposal
  • Maximum of 5 for “smaller” tyres (car, 4WD)
  • Maximum of 2 for forklift pneumatic, heavy truck and bus tyres
  • Maximum of 1 for tractor and loader tyres
  • No excavator tracks
  • No tyres from bicycles, wheelbarrows and other non-motorised equipment
  • Domestic quantities only

If you have a commercial amount of tyres to dispose of, please take these to a tyre company or garage that’s participating in the Tyrewise scheme. We will not take several minimum loads from a customer in one day or over one week.

Plastic Pipes and Plasterboard

We accept clean PVC & HDPE pipe offcuts and clean offcuts of plasterboard (GIB Board, etc).
