OPERATIVE 20 JANUARY 2022
On 20 January 2022, and in accordance with Policy 11 and clause 3.38 of the National Policy Statement for Urban Development 2020 (NPS-UD),Waimakariri District Council has amended the Operative District Plan to remove all objectives, policies, rules, or assessment criteria that have the effect of requiring a minimum number of car parks to be provided for any development, land use, or activities

Pursuant to clause 5 of the First Schedule to the Resource Management Act 1991 the Waimakariri District Council gives notice that it proposes Plan Change 33 to the Waimakariri District Plan.
PLAN CHANGE PC033
Council Plan Change 33 seeks to rezone 6200m2 of Lot 1 DP 312522 from Rural to Business 4, with the remainder of Lot 1 DP 312522, RS 4924 (Plantation Reserve), Lot 3 DP 312522, Lot 2 DP 312522 and a portion of Lot 31 DP 77464 rezoned from Rural/Residential 4B to Residential 4A. The purpose of the plan change is to provide a business area (Business 4) that fulfils a local convenience function of a limited size and manages potential effects. The Residential 4A Zone enables dwellinghouse development at an average lot density of 5000m2 , met across the subdivision and the zone, with a minimum lot size of 2500m2 . The area proposed to be rezoned is located between Tram Road, McHughs Road, Mandeville Road and Ohoka Meadows.

PLAN CHANGE PC040
Proposed Plan Change 40 reviews current Plan provisions for parking, including loading and manoeuvring. The plan change addresses issues relating to demand for, and supply of parking and loading facilities, including cycle parking, adds new definitions, new environmental results expected and a new objective; and retains, amends, deletes, replaces and adds relevant policies, explanations, reasons, methods, anticipated environmental results and rules as necessary including amended on-site parking and loading space requirements. In addition, two new figures are added to identify sight lines for pedestrian safety and to illustrate the application of parking and manoeuvring dimensions.

Council Plan Change 43 reviews existing District Plan provisions and seeks to amend or add provisions to Chapter 16 (Business Zones) and Chapter 31 (Health, Safety and Wellbeing – Rules) that relate to building and development including height limits, boundary setbacks, landscaping, location of car parking, glazing, building size, erection of dwellings on ground floor, fencing, site frontage, pedestrian access and modulation in the Oxford Business 1 Zone.
The purpose of the plan change is to provide the Oxford Business 1 Zone with greater urban design guidance in order to encourage good urban built outcomes that reflect the distinctive built form and character of the Oxford town centre (Business 1 Zone) when future development occurs.
