Background to the Bylaw and Reasons for the proposal:
The Waimakariri District Council wishes to:
- Meet key objectives within its Waste Management Plan,
- Implement
the requirements of the Waste Minimisation Act 2008,
- Meet relevant targets within the New Zealand Waste Strategy,
and
- Ensure that waste management in the District is undertaken
in a safe, effective and efficient manner, without causing
nuisance.
Currently
no bylaw relating to solid waste management exists within
the Waimakariri District. The Council’s Waste
Management Plan objectives and the targets in the New Zealand
Waste Strategy are unlikely to be met without some regulation
of waste management in the District.
The
Council has determined that a Bylaw is the most appropriate
way to impose reasonable, appropriate and enforceable performance
standards and requirements that are applicable to waste
collection, transportation, disposal and treatment services.
The
proposed bylaw will provide information to the public,
businesses and waste operators.
The
proposed bylaw will set clear guidelines regarding waste
management, and specify the offences and penalties for
breaches of the bylaw.

be entered online or forms are available to collect with the
accompanying documents.
Submissions closed on 9 April 2010 and two submissions
were received.
Hearings were scheduled for the afternoon and evening of Thursday
6 May 2010, but as none of the submitters wished to present
their submission in person the hearings have been cancelled.
The hearing panel will deliberate on 11 May 2010. Recommendations
from this meeting will go to full Council on 1 June 2010.
